Relates to the unlawful wearing of a body vest; provides that a person is guilty of the unlawful wearing of a body vest when he or she commits a certain misdemeanor or felony and in the course of and in furtherance of such crime he or she wears a body vest.

Prohibits discrimination in the issuance of certain insurance policies based upon inquiries in which loss or damage is revealed.

Allows current, active and retired military service members and reserve units of the state to qualify for distinctive license plates; allows the spouse to also qualify for such distinctive plates.
