Creates a veterans' mental health and suicide prevention task force to examine, evaluate and determine how to improve mental health and suicide prevention for our veterans.

Authorizes the empire state development corporation to develop a public awareness campaign promoting businesses located in New York state; requires the creation of the Buy New York Online Networking Directory to connect purchasers with businesses located in New York.
Relates to terminal rental adjustment clauses in motor vehicle leases; provides that any increase in the consideration given pursuant to such clause upon termination of the lease shall be subject to tax, and that any decrease in the consideration given pursuant to such clause upon termination of the lease shall allow the lessor to claim a credit or refund of tax on such amount.
Relates to additional exclusions for entire net income; includes deductions pursuant to IRC section 163.
Relates to damages recoverable when contributory negligence or assumption of risk is established in cases involving building construction, demolition and repair work.
Provides for a refund of any excess amount of tax paid after reduction of other credits and the credit for long-term care insurance.
Authorizes local social services districts to choose which state-required but not federally-required medicaid services to provide to eligible persons and which categories of eligibility to cover; directs the commissioner of health to apply for necessary waivers, promulgate rules and regulations, and establish necessary procedures.

Provides for increasing the applicability of brand name and generic prescription drugs and other medical services, except diagnostic services, co-payments for medicaid recipients.
