Relates to the taxation of property owned by a cooperative corporation

Maddy summaryThis bill modifies property tax rules for cooperative corporations and condominiums. It allows eligible properties (owned by cooperatives or on a condo basis in a municipality) to avoid certain tax provisions if the owner adopts a local law or resolution before the tax assessment date. However, this exemption does not apply to properties already taxed under those rules before January 1, 2027, or those in affordable housing programs with federal/state/local housing agreements. The changes apply to tax assessments starting January 1, 2027.

Relates to the issuance of a New York State Cold War Commemorative Medal

Maddy summaryThis bill creates the New York State Cold War Commemorative Medal to honor veterans who served during the Cold War era. It authorizes the governor to award the medal to New York residents (or former residents while serving) who served in the U.S. military (army, air force, navy, marine corps, or coast guard) on active duty, national guard, or reserves between March 12, 1947, and December 26, 1991, under honorable conditions. The medal is commemorative only, with no financial benefit, and may be presented to a designated representative if the veteran dies before receiving it. The bill clarifies that eligibility does not require being a New York resident upon entering military service.

Permits certain schools to provide hemostatic agents for use during emergencies

Maddy summaryThis bill (A 5509) allows public school districts, charter schools, and non-public elementary/secondary schools in New York to keep topical hemostatic agents (products that stop severe bleeding) on-site for emergency use. It directly affects schools and their staff, who may administer these agents during bleeding emergencies involving students or employees. The bill requires schools to maintain adequate quantities based on health commissioner guidance and mandates that schools providing these agents also give teachers approved health materials about their use. It does not change existing policies for epinephrine auto-injectors but adds a specific requirement for hemostatic agent training materials. The bill is pending in the Education Committee as of February 14, 2025.

Relates to civil rights remedies restoration

Maddy summaryThis bill allows individuals to sue the state directly for violations of specific federal civil rights laws, such as the ADA, Title IX, and the Civil Rights Act. It waives the state's sovereign immunity (meaning the state can be sued) for these violations and sets a minimum $4,000 damage award for each offense, covering both monetary losses and non-monetary harms like emotional distress. The law applies to state programs receiving federal funding and permits claims in any competent court, without limiting existing state law remedies. It directly affects people whose civil rights were allegedly violated by state actions under the covered federal laws.
