Authorizes and directs the department of health to conduct a study on the effectiveness of portable anti-choking devices and submit a report based on the finding of such study.

Enacts the New York state nursing shortage correction act; establishes the New York state nursing recruitment incentive and retention program; defines terms; provides for tuition benefits and the reimbursement of student loans if a person is a registered and licensed nurse; provides that SUNY and CUNY shall pay for a person's education if such person signs a contract stating that he or she shall work in New York state as a registered nurse; makes related provisions; establishes the New York state nursing recruitment incentive and retention account.
Relates to prohibiting consumer reporting agencies from requiring or requesting a copy of a consumer's social security card when furnishing consumer reports or investigative consumer reports to third parties.
Increases directing a laser at an aircraft in the second degree from a class A misdemeanor to a class D felony, and increases directing a laser at an aircraft in the first degree from a class E felony to a class B felony.
Designates public lewdness as public lewdness in the fourth degree and establishes the class A misdemeanor of public lewdness in the third degree and the class E felony of public lewdness in the second degree for committing public lewdness in the third degree after having been previously convicted of such offense within the preceding ten years; establishes the class D felony of public lewdness in the first degree for committing public lewdness in the third degree and such crime is committed at a time or place where a child under the age of 14 is likely to be present; provides for a permanent disqualification from being a school bus driver upon conviction of public lewdness in the first, second or third degree; and designates public lewdness in the first degree as a sex offense for purposes of sex offender registration.
Relates to establishing the Barbara Clark leaders of tomorrow scholarship; provides funds be distributed from the New York state lottery and given to one eligible senior from every participating public and private high school in New York state.

Requires persistently dangerous schools to file an incident reduction plan detailing the steps the school will take to reduce incidents of violence and disruption and requires notice to be given to victims of harassment, bullying, or violent offenses of their right to transfer to another public school.

Provides that motor vehicles, with certain exceptions, shall not be operated with an accumulation of snow or ice on the surface thereof; establishes fines for violation of these provisions; establishes a fund for the state's portion of such fines, the "snow and ice removal fund" with 10% of the funds going to an annual DMV report on the fund, 25% going to each the DOT and the Thruway authority for establishing snow and ice removal sites on their roads, 30% for a DOT grant program and 10% for a public awareness campaign.
