Establishes the gifted education reinforcement act to establish statewide standards for gifted education programs; requires school districts to be accountable for providing such programs.
Requires the commissioner of education, in consultation with the commissioner of health, to develop a bleeding control kit program which requires bleeding control kits to be installed in easily accessible areas of schools and requires training of personnel to use bleeding control kits in the event of an injury to another person.
Requires the commissioner of education to establish standards, rules or regulations requiring that all chaperones or volunteers of school trips which involve taking students out of the state or out of the country be trained in first aid and to recognize certain medical emergencies.

Authorizes the commissioner of motor vehicles to increase the allowable fee charged by dealers who aid in securing registrations, titles or special or distinctive plates.
Relates to the minimum and maximum amounts of indemnity bonds or insurance policies for ambulettes.
Directs the commissioner of corrections and community supervision to establish contraband screening at correctional facilities including canines at the entrances and a third-party secure vendor mail program.
Allows for distinctive plates to be issued for members of the New York city fire riders motorcycle club.
Relates to the earnings limitations for retired police officers employed as school resource officers; $65,000 for the year 2022 and thereafter.
Requires a parent, guardian or person in a parental relation to a child under the age of eighteen to be physically present when any immunization is administered to such child.
