Maddy summaryThis New York state bill creates a work opportunity tax credit for employers hiring New York residents in targeted groups (such as veterans or long-term unemployed individuals, as defined by federal law). Employers can claim a 100% credit against state tax for qualified wages paid to these employees, capped at $500 per employee annually. The total credit is limited to $90 million across all taxpayers, with the program expiring December 31, 2028. It applies to wages paid after April 1, 2026, and cannot overlap with other state tax credits for the same wages.

Maddy summaryThis bill requires New York's governor or local chief executives (like mayors) to provide a certified American Sign Language (ASL) interpreter at every live broadcast press conference during a declared state of emergency. The interpreter must be nationally or state-certified and positioned so their full visibility (face, body, arms, hands) is maintained in the video feed. It applies only during active emergencies declared under existing law, ensuring real-time accessibility for deaf and hard-of-hearing residents during critical public announcements.
Maddy summaryThis bill lowers workers' compensation assessment fees for employers who operate approved alternative dispute resolution (ADR) programs. Employers with self-insured plans using these ADR programs would pay up to 50% less than standard rates, reflecting reduced administrative costs the board avoids by not handling their disputes. The policy applies to employers who no longer use the state's dispute resolution program after signing agreements with the board. It takes effect for fiscal years beginning April 1, 2026.
