Provides maternity patients with information regarding births utilizing forceps including any potential injuries the mother or child could sustain due to the use of forceps and statistics on deaths resulting from the use of forceps.
Requires corporations to provide written notice to the municipality in which the canal is located and properties adjacent to such canal prior to commencing work along such canal; requires the corporation to hold a public hearing prior to commencing such work; allows for exceptions in certain situations.

Authorizes school districts to establish an extraordinary needs reserve fund for the expenses of providing special education.
Establishes the New York state school resource officer program; provides for grants for school resource officers (Part A); relates to peace officers who are retired police officers employed by a school district as a school resource officer (Part B); allows retired police officers to be employed by a school district as a school safety officer, school security officer or any other substantially similar position for an annual salary of $50,000 or less to continue to receive their full retirement benefit (Part C).
Prohibits state agencies from promulgating rules, regulations or any form of guidance requiring individuals under the age of eighteen who are not exhibiting COVID-19 related symptoms, as defined by the centers for disease control and prevention, to wear a mask or face covering in a public place or while participating in any recreational or organized sporting activity.
Allows previous investigations in which the subject was indicated for child abuse or maltreatment using a credible evidence standard to be re-examined using a fair preponderance of the evidence standard.
