Creates standards by which the public service commission reviews and approves a merger or acquisition between telephone corporations, cable corporations and combination telephone and cable corporations.

Relates to the public service department undertaking a comprehensive and regular management and operations audit of the power authority of the state of New York.
Relates to the creation of a land bank in Livingston county and extends the land bank limit to twenty-one in order to do so.
Establishes the SAT school day program and the SAT school day fund; directs the department of education to establish and maintain the SAT school day program to enter into contract with the college board to provide the annual administration of the SATs at all public secondary schools free of charge during one regular school day.
Relates to youth programs sponsored by fire departments; provides that participants may respond to an emergency or hazardous activity, but shall remain in a designated or marked off area that has been set up by the chief or officer in charge; provides such participant cannot respond to an emergency on a vehicle using lights and/or sirens and may not enter a burning structure.
Authorizes hospitals to establish standing orders for the care of newborns in the hospital until the discharge of the newborn from the hospital following the birth, which may authorize an attending nurse to provide services and care to healthy newborns.
Authorizes the New York city transit authority to contract with mass transit entities including the Long Island Rail Road and the Metro-North Commuter Railroad Company to provide a minimum twenty-five percent discount for college students.
Establishes the hyperloop and high speed rail commission to assess and study the benefits and implications of creating a high speed rail system in New York state.
Requires the Metropolitan Transportation Authority, in consultation with the New York city transit authority, the Long Island Rail Road and the Metro-North Commuter Railroad Company, to allow riders travelling within the limits of the city of New York to pay a fare for commuter rail service equal to that of a MetroCard ride and for such riders to make free transfers.
Creates a tax credit for small businesses which suffer a financial loss due to state or local infrastructure projects; provides that to qualify for such credit the business shall have suffered a financial loss of at least twenty-five percent of their projected revenue for the taxable year as a direct result of such state or local infrastructure project.
