Establishes the crime of theft of an impounded vehicle; establishes that such crime is a class A misdemeanor.

Increases reimbursement rates paid by the state to cities for repair and maintenance of state arterials; provides rate would be raised to one dollar and eighty cents from eighty-five cents per square yard of the pavement area that is included in the state highway system and an additional twenty cents, up from ten cents, per square yard of such pavement area where such pavement area is located on any elevated bridge.
Provides for the licensing of vision impairment specialists.
Adds arts and music education as a common school branch that should be incorporated into the public school curriculum to provide a more well-rounded education for children.
Establishes a small business tax credit for the employment of disabled persons.
Authorizes the possession of a firearm, shotgun or rifle in certain sport shooting and target practice facilities; provides that current restrictions on possession of a firearm, shotgun or rifle shall not include otherwise lawful possession for the purpose of participating in shooting sports, including practice and competition.
