Provides for the appointment and removal for cause of commissioners of election; provides for removal for cause by the board of elections and/or the governor; repeals provisions relating to the removal of election commissioners.

Authorizes tuition assistance program awards for students enrolled in short-term credential programs offered by certain public institutions.
Requires the burden of annually establishing that the requirements of the mandatory class non-profit real property tax exemptions have been satisfied to fall upon the owner of the property and must be proven by clear and convincing evidence.
Establishes a non-trail snowmobile registration for snowmobiles which shall be used solely for the purpose of gaining access to hunting and fishing areas; requires a $25 registration fee, $15 of which shall be deposited in a snowmobile trail development and maintenance fund.
Excludes expenditures for school resource officers employed by a municipality and assigned to a school district from tax levy limitations.
Provides that a full time elementary or secondary student shall not have capacity to consent to sexual conduct with a school employee at his or her school or a co-located school, including volunteers, when the employee is 18 or older and more than 4 years older than such student at the time of the act and knows or should reasonably have known that the student was a student at the school or a co-located school, and such employee is not a full time student at such school, nor married to such student.
Prohibits a distributive share from passing to a person convicted of committing or attempting to commit a sex offense.
Relates to a parent's right to know if an employee, volunteer or an administrator of a school district is reprimanded for inappropriate conduct towards his or her child; enacts "parent's right to know" act.
Changes the primary election date from the fourth Tuesday in June to the second Tuesday in August; moves the presidential primary to the fourth Tuesday in April.
