Establishes a moratorium on the building or placing of any permanent or semi-permanent wind turbine on bodies of freshwater located within the state and within the jurisdiction and control of the state.
Provides that the office of fire prevention and control shall establish and maintain a centralized reporting system and data base of the names and firefighting organizations of all firefighters in the state; requires office of fire prevention and control to issue an annual report on or before March 31 to the governor, temporary president of the senate, speaker of the assembly, minority leader of the senate and the minority leader of the assembly.

Relates to the general powers and duties of the canal corporation; requires the canal corporation to cause the locks and lift bridges of the canal system to be operated May first through November fifteenth annually; requires the canal corporation to maintain and preserve the Erie Canal's historic resources; permits certain usage of the canal system's state drydocks, travel lifts, and other facilities for commercial boat companies.
Adjusts the regional labor force cost index for the Hudson Valley region for the 2022-2023 school year and thereafter.
Prohibits state agencies from promulgating rules, regulations or any form of guidance requiring individuals under the age of eighteen who are not exhibiting COVID-19 related symptoms, as defined by the centers for disease control and prevention, to wear a mask or face covering in a public place or while participating in any recreational or organized sporting activity.
Establishes the veterans' memorials preservation act.
