Prohibits the transfer of unexpended moneys from funds receiving moneys from a dedicated fee into any other fund.

Requires ad hoc members to be appointed in order to constitute a quorum on the board of electric generating facilities; includes ad hoc members as part of the board.
Provides that candidates who have provided firefighting service may deduct up to a maximum of six years from their age for purposes of meeting the age requirements.
Permits schools located within the state to purchase reduced fat or whole New York milk to provide or sell at such school.
