Relates to the practice of applied behavior analysis; removes the requirement for a diagnosis and prescription or order from a person who is licensed or otherwise authorized to provide such diagnosis and prescription or ordering services in its definition.

Creates a temporary state commission comprised of fourteen individuals representing New York's labor, education, business and economic development communities to create a "Made in New York" program to enhance business and industry through cooperation with colleges and universities and to develop a comprehensive strategy to rebuild New York's manufacturing base.
Requires motor vehicle repair shops to disclose types of replacement parts used in automobile collision repairs and provides a disclosure form to be signed by the owner consenting to the use of any such parts; forbids use of any other parts except new original equipment manufacturer parts on any vehicle during the first year of its manufacture and for the two years following.
Prohibits the state police from imposing a fee or surcharge for recertification of certain gun licenses.

Relates to requiring the commissioner of taxation and finance in conjunction with the health department and the office of temporary and disability assistance to conduct a study on the earned income tax credit and to propose changes thereto.
Permits corrective remedies, including but not limited to, preclusion, reversal or modification for violations of certain discovery rules in criminal proceedings only when substantial rights of the party are affected and such remedies shall be available only to the extent to correct prejudice caused by the violation.
