Relates to the establishment of the North and South shore water authority and capping the rate a water-works corporation may increase its rates and charges.
Provides that any provider that is owned and operated by a municipality, or is owned and operated by a domestic corporation as such term is defined in subparagraph five of paragraph (a) of section 102 of the not-for-profit corporation law and possessing a federal tax exemption designated as 501(c)(3) under the federal internal revenue code shall not be subject to a fee for such use or occupancy, and the development authority of the north country, as defined by title twenty-nine of article eight of the public authorities law, shall not be subject to a fee for such use or occupancy.
Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
Provides that authorities having control of a fire department or fire company which provides emergency medical services may establish fees and charges for services.
Requires persons possessing any firearm to hold a firearms safety certificate; establishes application and training process therefor.

Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
Provides a tax credit for costs associated with the removal or permanent closure of a below-ground residential fuel oil storage tank used to provide heating fuel for single- to four-family residences.
