Amends provisions about sex offenses and consent involving members of the clergy or other ministers of any religion or duly accredited Christian science practitioners.
Allows for unlicensed personnel to administer certain seizure rescue medication in schools, on school grounds and at school events; provides that such medicine may be left with a school health official to be used as needed.
Authorizes the division of veterans' affairs to provide eligible veterans with financial assistance for purchasing, training and the upkeep of service dogs and emotional support dogs.
Provides for the coverage of air ambulance services in the child health plus program.
Directs counties and the city of New York to contact a veterans' organization to provide for the disposition of the unclaimed remains of a deceased veteran when such veteran has no next of kin or other person designated to provide for the disposition of his or her remains.
Prohibits automobile insurers from refusing to issue or renew an individual's policy based on such individual's credit history.
Relates to providing veterans' housing; requires state agencies that provide shelter to homeless veterans to do so based on federal housing first principles without preconditions or barriers.
Issues non-driver identification cards to certain persons with suspended driving privileges due to a driving while intoxicated arrest.
Reduces the minimum nonforfeiture interest rate for annuities from one percent to one half of one percent for annuities during the surrender charge period, and from one percent to fifteen hundredths of one percent during any contract period with no surrender charge.
Requires the state university of New York and the city university of New York to examine and conduct a study on the availability of campus services, programs and resources for veteran students.
