Requires the commissioner of education to adopt rules to require that all public school personnel receive at least two hours of suicide awareness and prevention training each year and each public school district to adopt a policy on student suicide prevention.
Enacts the "recruit, empower, support, pay, educate, connect and train (RESPECT) nurses act" for the purpose of supporting current nurses, nursing students, and increasing the number of nurses within the state.

Requires certain insurance policies and Medicaid to allow patients a one hundred twenty-day window for additional screening for breast cancer, which may include an additional mammogram, when the provider deems such screening is necessary.
