Maddy summaryThis bill amends school funding rules to require school districts to pay charter schools directly for federal and state aid tied to students with disabilities. It specifies payments must be proportional to the services the charter school provides for these students, with reductions only allowed through charter agreements. Payments will be made quarterly, aligned with when districts receive state aid, and for new charters, initial payments use enrollment projections that are adjusted based on actual data after the first year. The law directly affects school districts and charter schools operating in New York, ensuring funding matches the level of disability services provided.
Enacts the "local government procurement modernization and transparency act" to modernize and increase the transparency of local government procurement of goods and services; allows a political subdivision to provide notice of requests for bids by posting the requests on the New York state contract reporter website; makes related provisions.
Maddy summaryThis bill grants peace officer status in New York State to specific retired law enforcement officers working in school safety roles for the Syracuse City School District. It applies to employees serving as special patrol officers, assistant director of safety and security, director of safety and security, or chief emergency officer, as appointed by the school board. The status allows these individuals to perform peace officer duties related to school safety, but does not authorize firearm possession without a separate license under penal law. The bill does not change existing firearm regulations but formally recognizes these school safety positions as peace officer roles.

Maddy summaryThis bill replaces New York's existing criminal forfeiture process with a new "Criminal Forfeiture Process Act." It applies specifically to property seized in connection with certain felony drug offenses, prostitution, driving under the influence, or property seized during hot pursuit of a felony suspect. Key changes include requiring courts to hold prompt hearings after seizure, mandating notice to all known property owners (including "innocent owners" who didn't know their property was used in crime), and making forfeiture proceedings part of the criminal trial rather than a separate civil case. The law also clarifies that contraband or stolen property must be disposed of or returned per state law, and prohibits civil forfeiture.
