Relates to supervision by certain nurse practitioners; makes certain provisions permanent relating to nurse practitioners

Maddy summaryThis bill (A 1220) makes permanent key provisions allowing nurse practitioners (NPs) to diagnose illnesses, prescribe treatments, and perform therapeutic measures within their specialty, **directly affecting NPs and collaborating physicians**. It requires written practice agreements between NPs and collaborating physicians that include explicit dispute resolution procedures for disagreements over diagnosis or treatment. The bill clarifies that if agreements lack such provisions, the collaborating physician's decisions prevail. These changes update New York's education law to modernize NP practice standards without adding new restrictions. (Bill A 1220, Section 1 & 2, Education Law)

Relates to findings of the state board of parole necessary for discretionary release of incarcerated individuals on parole

Maddy summaryThis bill changes New York's parole process by requiring the state board of parole to consider specific factors before granting release. It mandates evaluation of rehabilitation efforts (like programs, therapy, and work assignments), release plans (including housing, jobs, and support services), and deportation status, while prohibiting decisions based mainly on victim statements or prior criminal records. Parole denials must include detailed written explanations, and the board must report quarterly to lawmakers with demographic data on denied cases (excluding individual identities). These changes aim to standardize parole decisions and increase transparency.

Requires businesses which provide for someone to spoof a telephone number to keep certain records

Maddy summaryThis bill requires businesses that enable phone number spoofing (displaying a fake caller ID) to keep detailed records of all calls using their services. Businesses must document the fake number shown to recipients, the actual phone number or IP address used, and the call's time, date, and duration. It directly affects telecom and call service providers offering spoofing capabilities, not individual callers. The records will create a verifiable trail for law enforcement to trace spoofed calls when needed.

Relates to licensure requirements for fiscal intermediaries; repealer

Maddy summaryThis bill creates a new licensing requirement for organizations that manage payments for personal care services (fiscal intermediaries), effective April 1, 2027. It requires these entities to apply for a license, submit annual reports on costs and service details, and register personal assistants in a confidential state registry. The law directly affects fiscal intermediaries currently contracting with social services departments or health plans, mandating they meet specific standards for compliance, cultural competency, and financial reporting. It repeals outdated provisions while establishing new oversight mechanisms to ensure transparency in how funds for personal care services are managed.
