Enacts the "New York State Restoration of Honor Act".
Authorizes an applicant for a pistol or revolver license to possess such while attending a pre-license firearms safety course and while under the supervision of the instructor thereof.
Establishes a non-trail snowmobile registration for snowmobiles which shall be used solely for the purpose of gaining access to hunting and fishing areas; requires a $25 registration fee, $15 of which shall be deposited in a snowmobile trail development and maintenance fund.

Creates a refundable tax credit for broadband deployment to residences and small businesses located in rural, unserved areas.
Relates to granting Onondaga community college campus peace officers, who are either former or current police officers, access to criminal history record information pursuant to 9 NYCRR 6051.1.
