Prohibits compensation for service of auditing relating to any tax, interest or penalty on a contingent basis.
Creates the well water and water supply education act; requires the department of health to establish and maintain a public education program on the potential hazards of private water supplies; requires home inspectors, licensed real estate agents and brokers to provide private water supply education materials to prospective buyers of property where such property is serviced by a private water supply and contact information for relevant local health organizations.

Authorizes summer camps to hire licensed social workers, physical therapists, psychologists, athletic trainers, mental health care professionals, occupational therapists and other licensed professionals to provide services.
Authorizes certain licensed health service professionals to form limited liability companies.
Provides that school districts may hold elections in any building owned or leased by the district, in addition to any district schoolhouse.
Relates to establishing a task force on safety in school transportation to review and promote such safety.
Makes permanent certain provisions authorizing a school district to provide student transportation based upon patterns of actual ridership.
