Eliminates the annual service charge on issuance of special number plates to veterans of the armed forces who served in World War II.
Relates to the registration of motor vehicles; makes conforming changes.
Directs the public service commission in consultation with NYSERDA to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation within nine months after the effective date and every four years thereafter.
Establishes a COVID-19 relief grant program for veterans service organizations impacted by COVID-19 to provide grants to eligible veterans service organizations to defray certain expenses of the organization including rent, utilities, scheduled mortgage payments, scheduled debt payments and other ordinary and necessary business expenses; makes an appropriation therefor.
Expands the New York bottle bill by including more types of eligible beverages and increasing the minimum refund value to ten cents.
Creates the New York state school resource officer program for school districts outside of New York City; requires retired police officers be certified by the department of education to become school resource officers; allows retired police officers employed as school resource officers to carry a firearm on school grounds given an appropriate license; relates to the earnings limitations for retired police officers employed as a school resource officer.
Prohibits unlawful disposal of solid waste on private and state property.
Provides increases in the rates of payment for certified home health agencies; directs the commissioner of health to establish minimum standards and a minimum benchmark for home care service payments by any Medicaid payor.
Establishes the veterans' services law and the department of veterans' services; replaces all instances of the term "division of veterans' services" with the term "department of veterans' services".
