Requires the state pay taxes on the assessed value of properties of closed state prisons until such prison is reopened, used by another state agency, or is conveyed to a non-governmental entity.

Establishes the food chain resiliency through community gardening grant program to expand, establish, or maintain community gardens for the purpose of strengthening the resiliency of local food supply chains.
Relates to excise tax on telecommunication services (Part A); relates to temporary municipal assistance sales and compensating use taxes for cities of one million or more on telecommunication services (Part B).
Establishes the dedicated highway and bridge trust fund reform act; ensures that money deposited into the dedicated highway and bridge trust fund is spent on construction purposes and not DOT and DMV operational activities.

Makes the first one hundred thousand dollars of an individual's private pension non-taxable.
