Permits municipalities to enforce licensure requirements of retail dispensaries by closing retail locations which sell cannabis without a license; allows seizure of the instrumentality of the unlawful sales, including real estate.

Requires businesses which provide for someone to spoof a telephone number to keep records of the phone calls placed with their services.
Directs the office of information technology services to contract with a private entity to conduct an examination and evaluation of New York state's information technology infrastructure, data use and management, policies, procedures and operational processes.
Provides that for taxable years beginning on and after January first, two thousand twenty-four, a resident taxpayer who serves as an active volunteer firefighter or as a volunteer ambulance worker shall be allowed a credit against the tax imposed equal to eight hundred dollars; provides for a real property tax exemption under certain circumstances to an enrolled member of an incorporated volunteer fire company, fire department or incorporated voluntary ambulance service residing in such city, village, town, school district, special district, fire district or county.
Authorizes the commissioner of health to increase rates by 11 percent for in-person early intervention services commencing July 1, 2024.
Relates to establishing a task force on safety in school transportation to review and promote such safety.
Relates to the use of waste tire management and recycling fee funds; stops certain funds being used by the department of economic development for conducting analysis of waste tire reuse opportunities.
Imposes certain restrictions on catalytic converters; requires all vehicle catalytic converters to be indelibly marked or engraved with a readily observable unique serial number; provides a reduction in premium charges for certain motor vehicle liability, comprehensive and collision insurance rates with respect to automobiles equipped with a catalytic converter which contains such unique marking or engraving.
Allows for the hunting of deer by individuals age sixty and older with a crossbow in a special archery season.
