Relates to a credit for purchase, construction or retrofitting of a principal residence to achieve universal visitability pursuant to guidelines developed by the division of code enforcement and administration within the department of state; caps tax credits awarded at 1 million dollars per year for 5 years.
Defines medical needs for essential electricity as including but not limited to, apnea monitors for infants, cuirass respirators, hemodialysis machines, IV feeding machines, IV medical infusion machines, oxygen concentrators, positive pressure respirators, respirator/ventilators, rocking bed respirators, suction machines, tank type respirators, as well as any medical equipment or equipment necessary for an individual whose diagnosis is likely to be significantly triggered or significantly exacerbated by a continued loss of power that will adversely impact that individual's health.
Requires electric corporations to prioritize restoring services to police departments, fire departments, and ambulance services, when such services are interrupted; prohibits such corporations from charging rate payers a higher rate for extra costs incurred due to prioritizing such services; requires that police departments, fire departments, or ambulance services be registered with the division of homeland security and emergency services for emergency provisions to apply.
Requires blanket health insurance policies to provide coverage for outpatient treatment by mental health practitioners (mental health counsellors, marriage and family therapists, creative arts therapists and psychoanalysts) licensed pursuant to article 163 of the education law.
Enacts the marketing and expanding export trade - New York act to provide assistance to export trade development projects designed to encourage and assist businesses, industrial firms or industry groups to engage in export trade regionally and globally, and to coordinate other state economic development programs with such projects.
Adds telephone numbers to a do-not-call list at the outset of certain telemarketing calls.
Establishes a pilot program to create an assistance hotline for individuals with intellectual and developmental disabilities and complex behavioral needs.
Establishes the office of hospice and palliative care access and quality.
Requires employers to display a poster containing information on veterans' benefits and services which shall be created and distributed by the department of labor for display by employers with more than fifty full-time equivalent employees.
