Provides for the reporting, to the department of health, of information relating to the birth of premature, low birth weight and high risk infants; also requires the reporting of information relating to hospital admissions of such infants during their first 6 months of life; directs the department of health to develop standardized procedures for the discharge of and follow-up care for such infants.

Enacts the engineers', architects', landscape architects' and land surveyors' good samaritan act to protect from liability for personal injury, wrongful death, property damage or other loss, professional engineers, architects, landscape architects and land surveyors who render voluntary services, without compensation acting reasonably and in good faith, at the scene of a natural disaster or catastrophe.
Relates to changes in energy service pricing.
Relates to the abatement of public nuisances and demolition and removal of unsafe structures.
Relates to businesses impacted or dislocated by state and local infrastructure projects; authorizes loans to certain businesses impacted or dislocated by state and local infrastructure projects.

Includes the production of cellulosic ethanol, densified biofuel and renewable fuel oil within the biofuel production tax credit; expands the cap for such credit to $10,000,000 a year and expands the term for which a taxpayer may take such credit to 10 years.
Requires all toll plazas contain at least one cash lane where electronic toll collection systems are installed.
Provides for the types of damages that may be awarded to the persons for whose benefit an action for wrongful death is brought i.e. grief and anguish; loss of love, society, protection, comfort, companionship and consortium; reasonable funeral expenses; reasonable expenses for medical care, treatment etc. prior to death; pecuniary injuries due to loss of services, support, inheritance; and loss of nurture, guidance or education.
