Establishes the offense of defrauding an elderly person

Criminalizes defrauding a person 65 years of age or older by stealing or accessing without proper permission money, property or benefits by means of a deceptive tactic or the purposeful feeding of misinformation, regardless of the monetary value of the money, property or benefits.

Relates to the role of the commissioner of veterans' services in regards to the veterans' home assistance fund and the military family relief fund

Directs that moneys in the veterans' home services fund shall be payable on vouchers certified by the commissioner of veterans' services; directs a report to be submitted by such commissioner; directs that moneys in the military family relief fund shall be payable on vouchers certified by the commissioner of veterans' services.
