Maddy summaryThis bill amends New York's financial services law to explicitly include ambulance services to an emergency room as part of "emergency services" for surprise billing protections. It requires health insurance plans to cover non-participating ambulance providers' emergency services (including ambulance rides to the ER) without charging patients more out-of-pocket than they would with a participating provider. The law prohibits ambulance providers from billing patients for costs beyond standard copays, coinsurance, or deductibles. It also extends these protections to mobile crisis intervention services provided by licensed mental health or addiction services providers.

Maddy summaryThis bill establishes a voluntary certification program for recovery community centers in New York. It requires the state commissioner to create evidence-based regulations covering staffing, safety, participant rights, referrals to support services, and administrative policies. Certified centers will be listed on a state website as verified options for individuals seeking recovery support, and the commissioner can inspect centers or revoke certification for noncompliance. The bill also directs the commissioner to work with the health department to ensure these services become reimbursable through state Medicaid.
Maddy summaryThis bill amends New York's election law to establish rules for designating polling places. It prohibits public school buildings from being used as polling locations (including for "early voting" as referenced in the text) and requires election boards to prioritize public buildings when selecting sites. The bill also allows religious organizations to host polling places without requiring Saturday voter registration if it conflicts with their religious practices, and mandates accessible spaces for disabled voters in designated locations. These changes affect local election boards, municipalities, and polling place operators by standardizing site selection and accessibility requirements.
