Enacts the "recruit, empower, support, pay, educate, connect and train (RESPECT) nurses act" for the purpose of supporting current nurses, nursing students, and increasing the number of nurses within the state.

Relates to a living allowance for adults with developmental disabilities; provides that a determination made pursuant to this section that the person is or is not developmentally disabled, as defined in subdivision twenty-two of section 1.03 of the mental hygiene law, shall not be binding on the state, a local government or the person for any other purpose, including determinations of eligibility for services authorized by the office for people with developmental disabilities.
Requires insurance coverage parity for primary care services delivered via telehealth, where both the insured individual and the health care provider are located in a clinical setting.
Increases the amount of the farm workforce retention credit from $600 to $1,200 per farm employee.
Specifies contribution rates for employers to the unemployment insurance fund in the 2022 and 2023 fiscal years, regardless of what the current actual size of the fund index is; sets the unemployment insurance maximum benefit rate.
Establishes a procurement goal that at least fifteen percent of all food and food products purchased by state agencies shall be New York state food products in the first and second year after such law takes effect, at least twenty percent in the third year and twenty-five percent thereafter.
Provides for cataloguing workforce development funding programs and additional reporting thereon.
Requires every general hospital and nursing home to comply with Medicare and Medicaid conditions of participation for antimicrobial stewardship programs in health care facilities, including training requirements regarding antimicrobial resistance and infection prevention and control.
Extends the credit for rehabilitation of historic properties until 2032; adds an annual reporting requirement.
Relates to the New York state two hundred fiftieth commemoration commission; adds 8 members to the commission.
