Requires standardized training curriculum for persons employed or volunteering at a mental health care provider facility certified or operated by the office for people with developmental disabilities.

Preserves the right of individuals with developmental disabilities to choose to remain in a nonintegrated setting; directs the commissioner of the office for people with developmental disabilities to modify the state's agreement on the closure of nonintegrated settings with the centers for medicare and medicaid services; allows for informed choice and safeguards the continued receipt of pertinent federal medicaid funds.
Enacts the "utility ratepayer protection act"; requires legislative approval of increases in utility charges.
Requires that the state fund any program which imposes a mandate upon municipal corporations or school districts; establishes criteria for any exemption from such law if such mandate is ordered by the judiciary, pursuant to an executive order or requested by the locality; expands the reporting requirements of the mandate relief council.
Extends from November 30, 2017 to November 30, 2019, the expiration of the authorization granted to the county of Montgomery to impose an additional 1% of sales and compensating use taxes.

Makes a $100,000,000 appropriation to the environmental facilities corporation for emergency municipal drinking water, wastewater and stormwater infrastructure grants.
Relates to establishing mandatory training for every high school guidance counselor relating to assisting students with autism spectrum disorder; requires high school guidance counselors to receive training at least once a year on the special needs of students with autism spectrum disorder and how to assist such students in the transition from high school to higher education or employment.
