Relates to exemptions available to veterans; requires school districts to provide the veterans alternative exemption; establishes that costs associated with such exemption shall be borne by the state.

Provides tax credits for upstate reinvestment zones, for qualified purchases of buildings and qualified rehabilitation expenditures of buildings in such zones; sets credit at 20%.
Establishes a tax credit for companies that employ New York national guard and reserve members.
Authorizes municipalities to make purchases from other municipalities' contracts.
