Relates to special day schools and the instruction of school delinquents

Provides that schools need not provide special instruction to delinquent students whose violent behavior poses an unreasonable risk to teachers and students in special day schools or special school rooms; permits shared services in connection with the establishment of such special schools.

Relates to mandatory training curriculum; and to model poll worker training programs

Relates to mandatory training curriculum for election commissioners and key staff of boards of elections and to model poll worker training programs; entitles state agency employees to leave for election administration and training; requires the state board of elections to develop and provide to each county materials for a model poll worker training program which the counties may use to train individuals to serve as poll workers in state and county elections.

Relates to capping the repayment of the operation of the state lottery and allocating revenues derived in excess of what was derived in state fiscal year two thousand seventeen from lottery tickets sold to funding education, notwithstanding any applicable collective bargaining agreement.

When external indices are utilized to determine sales and use tax due, requires such indices to reflect local economic conditions

Requires the commissioner of taxation and finance, when using external indices to determine sales and compensating use tax due because of failure to file a return or filing of an incorrect return, to use external indices which reflect local economic conditions.
