Provides for an increase in the rates of compensation for gold star parents.

Requires semiautomatic pistols manufactured or delivered to any licensed dealer in this state to be capable of microstamping ammunition; establishes fines for violations of this requirement and provides for an affirmative defense if the dealer had a certification from the manufacturer.
Enacts the New York State Child Protection Act of 2017; relates to the statute of limitation for sex offenses committed against a child, the timeliness for commencing certain civil actions related to sex offenses, the reporting of child abuse, fees collected and providing for the reimbursement of not-for-profit corporations for the fees collected for criminal history searches by the office of court administration.
Directs the governor to establish 10 regional economic development councils to provide long-term strategic planning for economic growth for the regions of the state; requires members of regional economic development councils to follow the financial disclosure requirements and the code of ethics in the public officers law.
Establishes hospital-sponsored off campus emergency departments as a "hospital" and sets out specific standards for operations, staffing and capacity requirements.
