Relates to creating the health emergency response data system, which collects information and statistical data relating to public health emergencies in order to assist the department of health, other government entities, health care providers, and the public in understanding and responding to public health emergencies.

Relates to the prosecutorial discretion of the attorney general.
Requires long-term care policy rate increases shall not exceed 33% in a 3 year period.
Refers individuals to appropriate service providers that are able to provide services to such individual within seventy-two hours for substance use disorders.
Prohibits judicial candidates from enrolling voters in minor parties; disqualifies an individual from holding judicial office for a violation thereof; defines "minor party".
Establishes civil liability for anyone subjecting another person to the deprivation of any rights, privileges or immunities secured by law; establishes that the supreme court shall have jurisdiction over such matters and that the prevailing party shall be awarded reasonable attorney's fees as part of the costs; provides that the state waives sovereign immunity for violations of such law.

Authorizes the city of Schenectady, county of Schenectady, to alienate and discontinue the use of certain parklands for the purpose of relocating historic homes that are at a high risk of flooding.
Requires hospitals to provide medically supervised detoxification services to all patients requiring such services; provides, that if the hospital is at ninety percent capacity or greater, such hospital shall connect the patient to an alternative facility within such patient's network to access such medically supervised detoxification services without any increased risk to the health or life of the patient.
