Provides that where a death is caused by any act or event in which alcohol is a factor, such information shall be indicated on the death certificate.

Requires food service establishments to permit the use of reusable beverage and food containers provided by customers when requesting a beverage refill or requesting leftovers from a partially consumed meal to be packaged and post signs to inform customers that they are permitted to do so.
Prohibits the sale of covered license plate frames; defines a covered license plate frame to mean any glass or plastic material, artificial or synthetic material or substance that conceals or obscures a license plate or that distorts a recorded or photographic image of such license plate.
