Authorizes a pilot program for a county self-insured or self-funded health plan in Albany and Schenectady counties; provides municipalities of such counties are permitted to join.

Directs the department of health to create a prescription drug inventory database that contains a list of all drugs designated as being currently in shortage by the federal food and drug administration's drug shortages database, and a list of pharmacies in the state where each such drug is currently in stock.
Prohibits the use of cannabis within thirty feet of a child or within thirty feet of any location in which children reside or attend for any recreational or educational purpose; provides for increased penalties for a second or subsequent violation.
Requires firearms, rifles and shotguns to be manufactured or modified to be permanently incompatible with a rapid-fire modification device; requires manufacturers of such weapons to make such modifications to existing weapons at no cost to owners and dealers; gives owners one year to obtain compliance.
Grants the Attorney General the power to investigate, prosecute and seek injunctive relief for the sale of illegal firearms and ammunition.
Prohibits the sale or delivery, or agreement of sale or delivery, or giving away of candy products containing THC in the state.
Limits the potency of cannabis flower to 15 percent THC in flowers and 25 percent THC in other cannabis or hemp products.
Requires development and implementation of a comprehensive education campaign regarding the dangers of cannabinoid use.
Requires health insurers to provide coverage for non-opioid treatments utilized for pain management including, but not limited to a drug or biological product that is indicated to produce analgesia without acting upon the body's opioid receptors that has demonstrated the ability to replace, reduce, or avoid opioid use or the quantity of opioids prescribed; or an implantable, reusable, or disposable medical device for the intended use of managing or treating pain that has demonstrated the ability to replace, reduce, or avoid opioid use or the quantity of opioids prescribed.
Requires insurers to provide electronic notification when prior authorization is required to fill a prescription if requested by the insured.
