Expands the definition of veteran to include members of the commissioned corps of the NOAA and the United States public health service; expands access to benefits and assistance to those who served in the commissioned corps of the NOAA and the United States public health service.

Relates to the reporting of lyme and tick-borne disease infection after death.
Conforms the definition of a veteran serving the Vietnam war area to nearly enacted federal law (H.R. 7105) for veterans who served in-country in the Republic of Vietnam from between February 28, 1961 and April 30, 1975, to any active duty service in the Republic of Vietnam that occurred between November 1, 1955 and April 3, 1975 for the purposes of certain veteran assistance.
Provides that restaurants may provide single-use plastic straws to customers when explicitly requested by the customer; prohibits single-use plastic stirrers.
Includes the Space Force as being members of the armed forces or veterans eligible for certain credits and benefits that are available to other active and veteran members of the armed forces.
Extends the coverage period for medical assistance to a period of one year beginning on the last day of pregnancy.
