Establishes the COVID-19 recovery commission to determine how much funding to seek and new issuances that will be sold to the Federal Reserve Municipal Liquidity Facility and to gather information, testimony, advice and other input to make allocation decisions in respect of the new funding and recovery efforts related to novel coronavirus, COVID-19; requires the commission to report its findings to the governor and legislature monthly.
Allows for additional or relocated motor vehicle dealers to be located within six or ten miles of one another when separated by the Hudson River.
Requires certain perils be covered under business interruption insurance during the coronavirus disease 2019 (COVID-19) pandemic.
Authorizes absentee voting; defines the term "illness" for the purposes of absentee voting to include the spread or potential spread of any communicable disease, at a time of declaration of a state of emergency within the jurisdiction where the election is taking place.
Requires state and municipal facilities program grants be issued only with governor, senate or assembly sponsor.
Relates to the definition of "population" for purposes of providing substantially equal weight for the population of that local government in the allocation of representation in the local legislative body.

Authorizes the boards of education in union free school districts and central school districts to establish wards for the purpose of school board elections in Orange County.
