Establishes New York state decommissioning oversight boards for nuclear power plants; defines terms; provides that a New York state decommissioning oversight board shall be established for a state retiring facility within one month after such facility's future closure is noticed to the nuclear regulatory commission; establishes an eleven member board; makes related provisions.

Relates to discrimination and retaliation against employees who claim workers' compensation benefits.
Prohibits the imposition of any charge or fee on the telephone bill of a consumer when such fee or charge is imposed by a third party, unless the consumer explicitly agrees to the nature and amount of such fee or charge; makes the unauthorized imposition of such a fee void and unenforceable; directs the public service commission to enforce such provisions.
Relates to requiring insurance coverage for pre-exposure prophylaxis for the prevention of HIV and post-exposure prophylaxis to prevent HIV infection.
Requires optometrists to meet certain standards, including the completion of a course, to prescribe oral medications.
Requires employers to notify employees if they come into contact with other employees who have been diagnosed in relation to a disease outbreak causing a public health emergency; prohibits employers from disclosing the name of the diagnosed employee.
Prohibits the making of any change, alteration or modification to any entrance to or exit from a polling place unless such change, alteration or modification is necessary to maintain public safety due to the occurrence of an emergency, and requires the posting of signage relation to such change, alteration or modification.
Establishes a demonstration program implementing speed violation monitoring systems in work zones by means of photo devices.
Prohibits settlement agreements in any claim involving sexual harassment or any other form of discrimination prohibited by law from containing any condition that requires the complainant to pay the defendant liquidated damages in the event that the plaintiff violates any nondisclosure agreement included in such settlement agreement.
Directs the state board of elections to create a plan to permit voting by mail in the event of a natural disaster or state of emergency.
