Requires the board of elections to print in bold type the date and time of all upcoming primary and general elections on address verification notices sent out prior to elections.

Enacts the "tobacco-free pharmacies act"; provides that no pharmacy shall sell or cause to be sold tobacco products; imposes civil penalties.
Relates to allowing a residential tenant to deduct water payments he or she makes for a deficient landlord from his or her rent.
Relates to establishing the New York public banking act; authorizes the lending of public credit to public banks and authorizes public ownership of stock in public banks for the purpose of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Provides that the Governor's annual budget proposal to the Legislature shall include statements of any new legislation, amendment to legislation, or limitation on the effect of any legislation contained in the budget; makes related provisions granting the legislature an equal role with the governor in the budget process.
Criminalizes the sale of ghost guns and requires gunsmiths to register and serialize firearms, rifles, shotguns, and unfinished frames or receivers they assemble, manufacture, fabricate, build, or if they fit together the component parts of a firearm, rifle, or shotgun.
Authorizes the town of Newburgh, in the county of Orange, to impose a hotel and motel tax.
