Increases monetary penalties for public health law violations; provides support for the nursing home quality improvement demonstration program.
Provides that whenever a contiguous property of a college or university contains three hundred or more registrants, the polling place designated for such election district shall be on such contiguous property or at a location approved by the college or university.

Enacts provisions to provide minimum wages for home care aides; requires at least 150% of minimum wage or other set minimum; directs the commissioner of health to set regional minimum rates of reimbursement for home care aides under medicaid and managed care plans.

Relates to preventing certain elected officials from being a member of an agency.
Provides tax credit to certain volunteer firefighters, volunteer ambulance workers and volunteer emergency medical personnel under certain circumstances.
Requires certain state owned and operated parking garages, open parking lots and other parking facilities to install and maintain charging stations for plug-in electric vehicles.
