Directs the New York state department of public service to study the feasibility and the costs of relocating underground all or most of the existing, above-ground electrical distribution lines, telephone lines and internet transmission lines.
Requires public officers and public bodies to make reasonable efforts to provide qualified interpreters at no charge for the hearing impaired at public meetings and hearings upon written request to the public officer responsible for the siting of such hearing; requires installation and use of assistive listening devices.
Relates to the offenses of rape in the first, second and third degrees.

Requires each electric corporation to submit a storm hardening and system resiliency plan to the public service commission for review and approval; makes related provisions.
Relates to creating the health emergency response data system, which collects information and statistical data relating to public health emergencies in order to assist the department of health, other government entities, health care providers, and the public in understanding and responding to public health emergencies.
