Allows coaches who cannot be certified in CPR to be able to coach high school sports if there is another coach or staff present at the sporting activity who is certified in CPR.

Provides that recounts of ballots conducted by the board of elections or a bipartisan committee appointed by the board can be either done manually or via the use of any automated tool authorized for such use by the board of elections, which is independent from the voting system it is being used to recount, of all ballots for a particular contest where the margin of victory is less than or equal to 0.5% but greater than 0.25%; allows for losing candidates to deny a recount before any recount is conducted.
Authorizes the city of Newburgh to impose a hotel and motel tax of up to five percent.
Designates portions of the state highway system as "The Disabled American Veterans - New York Medal of Honor Highway" and the "New York Medal of Honor Highway"; renames the "Sergeant Jonathan Gollnitz Memorial Highway" as the "Sergeant Jonathan Gollnitz - New York Medal of Honor Highway".
Enacts the "all-electric building act"; provides that the state energy conservation construction code shall prohibit infrastructure, building systems, or equipment used for the combustion of fossil fuels in new construction statewide no later than December 31, 2023 if the building is less than seven stories and July 1, 2027 if the building is seven stories or more.
