Authorizes the commissioner of transportation to conduct a comprehensive study of the efficacy of motorcycle helmets.

Requires any telephone service provider to furnish a toll-free consumer service number for consumers offered or provided unsolicited telephone services without a charge for a specified period of use time by means of a telephone calling card number, account number, electronic serial number or personal identification number when a charge, fee or payment is later required by the consumer for termination or continued use of the unsolicited telephone service.
Directs the commissioner of health to notify certain patients of record of a physician upon the revocation, annulment, suspension, or surrender of a physician's license for medical misconduct which is not of a minor or technical nature; provides for necessary access to records and for promulgation of rules and regulations.
Permits any title insurance corporation or title insurance agent, or any other person acting for or on behalf of the title insurance corporation or title insurance agent, from undertaking any usual and customary marketing activity aimed at acquainting present and prospective customers with the advantages of using a particular title insurer or title insurance agent that are not intended for the purpose of a reward for the future placement of, or the past placement, of a particular piece of title insurance business; lays out such permitted practices.

Requires the chief administrator of the office of court administration to establish a searchable public database providing information regarding eviction proceedings in the state; directs the chief administrator to adopt rules directing village, town or other local courts to report their eviction proceeding data to the office of court administration.
Adjusts the calculation of the empire state child credit to provide for a one thousand dollar credit per qualifying child who is less than four years of age and a five hundred dollar credit per qualifying child who is four years of age or older for certain qualifying taxpayers.
