Makes permanent certain provisions relating to expanding opportunities for service-disabled veteran-owned business enterprises.
Prohibits the enactment of unfunded mandates for a period of three years; instructs the state comptroller to conduct a report on the annual fiscal impact enacted state legislation has on the revenues and expenses of local municipalities.
Relates to payments of grants to farm operations by NYSERDA; provides that payment of such grants shall be made no later than ninety days after notification.
Provides that the borough of Staten Island shall also be known and designated as the "borough of parks".
Establishes the New York state local emergency services account; provides reimbursement for expenses incurred related to procurement of any equipment including radio and communication items, apparatus, vehicles including snowmobiles, all terrain vehicles, and boats, goods or services related to the renovation of any buildings, and personal protective equipment.
Authorizes children 10 years of age or older to load and fire a rifle, shotgun or pistol at a shooting range while under the supervision of a qualified person; increases from 18 to 21 years of age the minimum age of a person who may be designated in writing by the parent or guardian of a child to supervise such child while he or she is shooting.
Repeals the provision of law that volunteer firefighters and ambulance workers who receive a real property tax exemption for service may not receive the income tax credit for such service.
Changes the official name of the Staten Island Expressway to the "POW-MIA Memorial Highway".
Provides for reimbursement for schools to transition from native names, logos, and mascots for the actual costs of such transition.
Directs the commissioner of the office of mental health and the director of the state office for the aging shall establish a mental home health services program for the aging to facilitate access to mental home health services to respond to identified mental health needs, including those needs that may have resulted from the COVID-19 pandemic, and for the aging or families that may not have access to mental health professionals in-person; makes related provisions.
