Rep. Brian Maher

Grants retroactive participation in the New York State and Local Employees' Retirement System to the Rockland Central School District; deems such school district to have been a participating employer beginning on July 1, 2025 and relates to contributions made by eligible employees on and after July 1, 2025.

Directs the department of social services to establish an outdoor, nature-based child care pilot project to explore establishing licensing guidelines for the operation of outdoor, nature-based child care programs in an outdoor space and that employ a nature-based early learning curriculum to teach enrolled children.

Provides that no individual or entity shall be charged a central business district toll during any period of strike by an employee organization, work stoppage or declared state of emergency that causes a stoppage for more than twenty-four hours or significant delays of any metropolitan transportation authority, metro north commuter railroad, New York city transit authority, or Long Island railroad services.

Provides that a social services district may implement an income eligibility standard for recipients of child care block grant funds when such district projects that allocated funds will be insufficient to open all eligible non-guaranteed cases; sets the income eligibility standards.
