Establishes the veterans' services law and the department of veterans' services; replaces all instances of the term "division of veterans' services" with the term "department of veterans' services".
Relates to small business savings accounts; provides tax incentives for contributions and distributions.

Directs the commissioner of health, in consultation with the commissioner of the office of general services, to conduct a study on the use of solid antimicrobial materials for touch surfaces in the construction of public buildings.
Requires the commissioner of health, in conjunction with the superintendent of financial services, to promulgate rules and regulations requiring that any increase in a bill from a hospital or health system or health care provider shall be sent to a patient no later than ninety days after the original bill was paid in full by such patient and good cause be shown for such increase, unless such increase is the result of any action by such patient.
Provides for legalizing, validating, ratifying and confirming transportation contracts for the Liberty Central school district for the 2020-2021 school year.
Authorizes retired firefighters to be employed as fire science instructors by career and technical education centers without reduction of their retirement benefits.
Allows any veteran who has served this nation to be awarded a high school degree based on their knowledge and experience gained while in service.
