Establishes the position of Catskill park coordinator within the department of environmental conservation to build partnerships between the department and other state agencies, municipal governments, businesses and nonprofit entities that will develop a community-based tourism strategy for the forest preserve to help fortify the regional economy and to coordinate implementation of the public access plan and other approved or adopted Catskill park-wide plans.

Expands the definition of the offense of sexual conduct against a child in the third degree to include at least one act of specified types of sexual contact.
Establishes a temporary commission to study aging in place in mental health housing; provides for the repeal of such commission upon expiration thereof.
Relates to a study of the number of children in foster care who have a developmental disability; provides such study shall include, but shall not be limited to, the following: assessing the demographics of the children in foster care with a developmental disability, including, but not limited to, their county of residence, age, race and gender identity, and determining whether the placement of such individuals in foster care was voluntary or court ordered; evaluating the current guidelines and regulations used to oversee the placement and treatment of children with a developmental disability; and analyzing the extent to which such age-appropriate children are prepared for a transition from foster care to an independent living situation.
Establishes the commission of the deaf, deafblind and hard of hearing; requires the commission of the deaf, deafblind, and hard of hearing to transmit complaints in matters affecting the deaf, deafblind, and hard of hearing communities to the vulnerable persons' central register; repeals provisions relating to the New York state interagency coordinating council for services to persons who are deaf, deaf-blind, or hard of hearing.
Requires the commissioner of the office of mental health to provide monthly status reports of the community investments and the impact on inpatient census to the chair of the senate finance committee and the chair of the assembly ways and means committee and to post such report on the office's website.
Establishes the office of hospice and palliative care access and quality.
Authorizes and directs the commissioner of health to establish a portable diagnostics program that demonstrates the cost-effectiveness of medical assistance coverage of portable diagnostic services.
Relates to requiring specific reserved bed days at New York State Veterans' Homes.
Prohibits the sale of beverage containers connected to each other by a separate holding device constructed of plastic.
