Establishes the sexual assault forensic examiner grant program to award grants to provide statewide access to services provided by sexual assault forensic examiners to victims of sexual assault.

Establishes a joint commission on public transparency and sexual harassment to adopt, amend and rescind rules and regulations defining sexual harassment for state agencies, offices, and branches of government and develop recommendations for the uniform distribution of such definitions and policies, and to receive complaints and referrals alleging violations by certain state officials.
Relates to establishing the online consumer protection act; defines terms; provides that an advertising network shall post clear and conspicuous notice on the home page of its own website about its privacy policy and its data collection and use practices related to its advertising delivery activities; makes related provisions.
Requires disclosure, in such form as the superintendent shall require, of non-confidential information regarding step therapy override requests and determinations on a website that is readily accessible to the public.
Eliminates the requirement that hunters wear back tags during hunting season in the state.
Establishes that the department of motor vehicles shall notify individuals via postal mail that their vehicle inspection is subject to expiration thirty days before such expiration; provides for a five day grace period after the expiration of the vehicle inspection certificate wherein operators of such vehicle shall not be fined.
Directs the office of fire prevention and control to conduct a study, which evaluates the minimum recommended qualifications to becoming a volunteer firefighter; requires such office to provide a report to the governor, temporary president of the senate and the speaker of the assembly within twelve months of the effective date of this act.
Excludes expenditures for school resource officers employed by a municipality and assigned to a school district from tax levy limitations.
Authorizes the free use of campsites to any person who is semi-ambulatory.
