Establishes the commission on the future of work within the department of labor to research and understand the impact of technology on workers, employers, and the economy of the state; requires such commission to submit a report along with any recommendations for legislative action to the governor and the legislature.
Directs the division of homeland security and emergency services to create a centralized database of companies and organizations that can be part of the state's emergency response system to provide goods and services during a period of emergency or disaster declared by the governor.

Provides that vehicles with permits for handicapped parking issued anywhere in the state may use all spaces for handicapped parking in the city of New York.
Provides procedural guidance for the legality of a local law, ordinance, rule or regulation of a town relating to the regulations of vessels pursuant to subdivision one of section forty-six-a of the navigation law.
Establishes a temporary retirement incentive for certain public employees who are above age fifty-five and with twenty-five years of service.
Establishes the crime of doxing a police officer or a peace officer when a person knowingly makes restricted personal information about a police officer or peace officer, or a member of the immediate family of such officer, publicly available with the intent to threaten, intimidate, or incite the commission of a crime of violence against the police officer or peace officer, or a member of the immediate family of such officer; or with the intent and knowledge that the restricted personal information is likely to be used to threaten, intimidate, or facilitate the commission of a crime of violence against the police officer or peace officer, or a member of the immediate family of such officer.
Establishes a pass-through business tax and a credit for pass-through business state and local taxes paid by partners or shareholders in business entities.
