Enacts the "New York state living donor support act" to provide state reimbursement to living organ donors, who are state residents, for medical and associated expenses incurred as a result of the organ donation, when the organ donation is made to another resident of the state; requires the provision of information on transplantation to patients with severe kidney disease.
Relates to standards of care for animals held in, or being transported by, animal shelters; establishes an animal shelter regulation fund.
Requires health plans operating in the state to furnish the cost, benefit, and coverage data as required to the enrollee, his or her health care provider, or the third-party of his or her choosing.
Relates to cost recovery by municipalities and other recipients from responsible parties; ensures that responsible parties do not benefit from state assistance payments/grants made by the environmental facilities corporation to municipalities and recipients and unnecessarily burden taxpayers.
Adds when a person commits the offense of aggravated unlicensed operation of a motor vehicle in the third degree and is operating a motor vehicle while such person has in effect five or more suspensions or revocations, imposed on at least five separate dates, to the crime of first degree aggravated unlicensed operation (AUO) of a motor vehicle.
Requires registration of new automotive broker businesses; enacts various provisions relating to conduct of such businesses; defines certain deceptive practices; establishes rights of action and penalties.
Requires manufactured home park owners to provide a written justification for rent increases in excess of three percent of the current rent; provides that increases in costs to justify such rent increase for ordinary maintenance or repair to meet the warranty of habitability obligations must be shown to be necessary.
Creates the goal of the state that one hundred percent of trains purchased by the state or any public authority thereof for commuter rail service be zero-emissions by 2035; provides that any state or public authority shall ensure that any contracts for the procurement of trains, charging infrastructure or equipment and fueling infrastructure or equipment shall contain a provision that such items are produced or made in whole or substantial part in the United States, its territories or possessions.
